Permits and your local council rules

Nine suburbs and seven councils means there is no single council answer for Sydney, and the right authority to ask depends on the address — Kogarah and Lane Cove North are each split between two. The state regime is the constant. Under the Design and Building Practitioners Act 2020, waterproofing is a building element and repair of a prescribed building is building work, with apartment buildings prescribed as class 2. It reaches balconies on regulated buildings, not every balcony in the city.

Timing and lead times in Sydney

Across all nine suburbs the timing is the same. Sydney's mean rainfall peaks in March and again in June and falls to its lowest in September, June running at roughly double September at both Bureau of Meteorology stations behind these figures.
